Senior Program Officer

Organizational Setting

The post is located in the Global Challenges Division whose objective is to strengthen WIPO’s position as the leading intergovernmental forum for addressing the intersection between intellectual property and global public policy issues. The Division engages substantively with other UN and intergovernmental organizations, the private sector and civil society in order to lead and inform policy deliberations. It develops practical contributions to demonstrate the benefits of intellectual property in the search for solutions to major challenges facing humanity, including global health, climate change, biodiversity and food security.

The incumbent is part of a multi-disciplinary team and advises, guides and supports the responsible officials in managing WIPO GREEN, particularly relating to its network and matchmaking activities etc.

The incumbent works under the supervision of the Director, Global Challenges Division, Department for Traditional Knowledge and Global Challenges, Global Issues Sector.

Duties and responsibilities

The incumbent performs the following principal duties

a)Identify, develop and implement practical initiatives and activities leveraging the WIPO GREEN Partner Network to connect technology providers, seekers and investors;

b)Formulate and  develop strategies to connect WIPO GREEN Partners and Users to facilitate green technology development and dissemination;

c)Plan, organize and execute WIPO GREEN matchmaking events;

d)Identify,  reach out to and establish partnerships with strategic new Partners, stakeholders and user groups to expand the database offerings and make the Network more impactful and successful;

e)Design and  undertake research, and analyze  and assess  intellectual property, innovation, technology development and transfer of green technologies, as well as  project design and implementation;

f)Prepare project documents, including concept papers, internal memoranda, mission reports and related WIPO GREEN promotional materials etc.; take the lead on preparing policy briefs (“Global Challenges Briefs” and “Global Challenges Reports”);

g)Lead or participate in missions and meetings in order to engage with key contacts and represent the Organization; advise on and implement innovative steps to grow WIPO GREEN membership



Essential: Advanced university degree in life or environmental sciences, engineering, business management or a related field.  A first-level university degree plus an additional two years of relevant professional experience in addition to the essential experience mentioned below may be accepted in lieu of the advanced university degree.


Essential: At least seven years of relevant professional experience in the field of intellectual property/innovation, technology development and transfer. Experience working in the field of global environment/climate change/green technologies, including technology needs in developing countries. Project management experience.

Desirable: Experience with business transactions. Experience in an international environment. Exposure to the private sector and/or a UN organization. Knowledge of Information Technology (IT) development and processes, including those associated with running a database and technology business development.


Essential: Excellent written and spoken knowledge of English.

Desirable: Knowledge of other official UN languages.
